Role overview
The Assistant Manager, Proposal & Design will support our business growth in the water and wastewater treatment sector. This role will be responsible for developing competitive technical and commercial proposals, performing process design engineering, preparing cost estimates, and coordinating across multiple functions to deliver winning bids for municipal and industrial water treatment projects.
The ideal candidate has strong experience in water and wastewater process design, proposal preparation, and tender management, with the ability to work collaboratively with engineering, procurement, project teams, and clients.
Responsibilities
Proposal Development & Coordination
- Support the end-to-end preparation of technical and commercial proposals, including EOI, budgetary, and firm bids.
- Review tender documents, technical specifications, and client requirements to ensure proposal compliance.
- Develop process design concepts, Process Flow Diagrams (PFDs), Piping & Instrumentation Diagrams (P&IDs), equipment sizing calculations, and technical write-ups.
- Coordinate inputs from engineering, procurement, finance, project teams, and external vendors.
- Ensure timely completion and submission of tender documents in accordance with client requirements.
Process Design & Technical Support
- Perform process engineering calculations including:
- Mass balance
- Hydraulic profile calculations
- Chemical dosing calculations
- Membrane design and sizing
- Support the design and optimization of:
- Ultrafiltration (UF) Systems
- Reverse Osmosis (RO) Systems
- Membrane Bioreactor (MBR) Systems
- Moving Bed Biofilm Reactor (MBBR) Systems
- Dissolved Air Flotation (DAF) Systems
- Clarifiers and filtration systems
- Sludge treatment and handling systems
- Participate in technical discussions, clarifications, and presentations with clients, consultants, and stakeholders.
- Support bid defense meetings and technical evaluations.
Costing & Commercial Optimization
- Prepare Bills of Quantities (BOQ) and cost estimates in collaboration with procurement and commercial teams.
- Obtain vendor quotations and evaluate technical and commercial compliance.
- Support cost optimization, value engineering, and margin improvement initiatives.
- Assist in risk assessment and development of bid strategies to enhance competitiveness.
- Documentation & Compliance
- Prepare technical proposals, method statements, execution approaches, and compliance matrices.
- Ensure proposals comply with relevant local regulations and standards, including:PUB,NEA,JKR,DOE
- Other applicable industry standards and client specifications
- Maintain proposal databases, design templates, vendor information, and lessons learned repositories.
Cross-Functional Collaboration
- Work closely with the Sales and Business Development teams to align technical solutions with customer requirements and bid strategies.
- Coordinate with Project Delivery teams to ensure smooth design and knowledge transfer following project award.
- Support continuous improvement and value engineering initiatives across the organization.
Requirements
- Bachelor's Degree in Chemical Engineering, Environmental Engineering, Civil Engineering, Mechanical Engineering, or a related discipline.
- At least 5 years of relevant experience in water and wastewater treatment design, proposal engineering, or project engineering.
- Experience in municipal and industrial water/wastewater treatment projects is highly desirable.
- Proven experience in tender preparation, technical proposal development, and process design.
- Strong knowledge of water and wastewater treatment processes and technologies.Experience with:UF / RO systems,MBR / MBBR processes,DAF systems,Filtration and clarification systems,Sludge treatment systems
- Ability to prepare process calculations, PFDs, P&IDs, and design documentation.
- Proficient in Microsoft Office applications, particularly Excel.
- Familiarity with AutoCAD and process modeling/design software is an advantage.
- Proficient in Mandarin is preferred as the role would primarily support Taiwan, Malaysia and Singapore
- Excellent communication and presentation abilities.
- Ability to manage multiple proposals and deadlines simultaneously.
- Detail-oriented with strong organizational skills.
- Team player with the ability to collaborate across functions and stakeholders.
