Job Summary:

 

The Electrical and Instrumentation Proposal Engineer is responsible for developing technical and commercial proposals for E&I scopes in projects across oil & gas, power, chemicals, manufacturing, or similar industries. The role involves analysing client specifications, estimating costs, preparing bid documents, coordinating with cross-functional teams, and supporting the sales process to secure new projects.

 


Responsibilities:

 

  • Review and analyze RFQs (Requests for Quotation), ITBs (Invitation to Bid), and tender documents related to electrical and instrumentation systems.
  • Prepare detailed technical and commercial proposals including scope of work, bill of materials (BOM), specifications, drawings, cost estimation, and delivery schedules.
  • Estimate costs for materials, labor, subcontractors, and equipment based on client requirements and industry standards.
  • Collaborate with engineering, procurement, project management, and construction teams to gather input for proposal preparation.
  • Identify deviations and clarifications to client specifications and standards.
  • Coordinate with vendors and suppliers for equipment pricing, delivery times, and technical information.
  • Support sales and business development teams with pre-sales technical assistance and bid clarifications.
  • Ensure proposals comply with internal standards, client requirements, and industry regulations.
  • Participate in kick-off meetings and hand over successful proposals to the project execution team.
  • Maintain updated knowledge of market pricing, new technologies, and industry trends in E&I systems.

Required Qualifications:

 

  • Bachelor’s degree in electrical engineering, Instrumentation Engineering, or related field.
  • 5–12 years of relevant experience in E&I proposal or estimation roles, preferably in EPC or industrial automation sectors.
  • Solid knowledge of electrical systems (e.g., power distribution, MCC, lighting) and instrumentation systems (e.g., transmitters, control valves, PLC/DCS, analyzers).
  • Familiarity with international codes and standards (e.g., IEC, NEC, ISA, IEEE).
  • Experience with proposal management tools and MS Office; knowledge of AutoCAD, ETAP, or similar design tools is a plus.
  • Strong analytical, communication, and time management skills.
  • Ability to work under tight deadlines and manage multiple proposals simultaneously.

Preferred Qualifications:

 

  • Experience in preparing proposals for projects in Semiconductor Industry oil & gas, petrochemical, or Power/energy sectors.
  • Exposure to industrial automation systems, control panels, or SCADA/DCS/PLC systems.
  • Understanding of commercial terms, pricing strategies, and risk assessment.

  • Ability to manage multiple proposals and meet tight deadlines.
  • Team player with good organizational and time management abilities.

Work Environment:

  • Office-based, with occasional travel to client sites or vendor facilities as required.
  • May require extended hours during major proposal submissions.
